I’m using demo:password as my credentials right now—my merchant account is pending. How can I test recurring billing without having access to creating the identifiers that go in the product_sku_1 call?

Currently, that’s not possible, switch to using the btdemo/btdemo123 credentials and you should be able to access the Virtual Terminal.
